The FRF has introduced the cartão preto, a new disciplinary measure to combat abusive behaviours of parents and spectators in games of the base categories. This measure is exclusive to the Romania football association, making it the only one in the world to adopt a card intended to punish the inappropriate behaviour of spectators in the stands. The cartão preto works as a visual signal used by the referee to indicate that a game has been definitively ended due to the behaviour of parents or spectators.
The procedure involves three stages. Firstly, the referee interrupts the game temporarily and asks the coaches to talk to their respective parents or spectators to stop the abuses. If the problem continues, the game is suspended for 10 minutes, and the two teams are sent to the locker rooms. During this period, the coaches make a new attempt to control the situation in the stands. The new rule applies to inappropriate behaviour of spectators against children, match officials, and other spectators.
