Furthermore, those who have been identified as making it possible for the perpetrators to act without being seen, such as by coordinating or holding up large flags, will also face consequences. The investigation has also identified individuals who wore bivakmutsen, which is prohibited, and those who were seen around the incident with their faces covered, also in breach of the rules.
