He stated that when he reviews the action, he has no doubt that a penalty should have been awarded. The players were reportedly very angry with the decision.
Luis also pointed out that the referee took nearly two minutes to make a decision with the help of technology, which suggests that the situation was complicated. He suggested that the rule used in the U20 World Cup, which allows coaches to request a review of the action on the VAR screen, could have been applied in this case.
Monaco will now contact the arbitration commission to appeal what they consider to be an unjust decision.
