The proposal, presented by president Luiz Eduardo Baptista, includes a new structure with two main leaders: the Diretor-Geral and the Diretor de Futebol. The Diretor-Geral will be responsible for corporate management, while the Diretor de Futebol will oversee professional football and youth categories. A Conselho Gestor (COGE) will also be created to supervise the actions of the board.
The proposal has been shaped by 98 suggestions from conselheiros, with about three-quarters of these suggestions being incorporated into the final text. The new structure will also see the annual budget prepared in conjunction with a three-year plan, a five-year projection, and performance indicators. The reform does not include the transformation of Flamengo into a Sociedade Anônima do Futebol (SAF), and the club will remain an association civil if the proposal is approved.
