The proposal, presented by president Bap in June, was approved with 92.39% of the votes (643 votes), 47 against (6.75%), and six abstentions (0.86%). The reform establishes a separation between governance, supervision, and execution, concentrating the daily administration of the club in a professional board formed by remunerated executives and selected according to technical criteria. This new structure will have two main leaders: the Director-General, responsible for corporate management, and the Director of Football, who will be in charge of professional football and youth categories.
The reform also results in the creation of a Management Council (COGE), which will have the function of supervising the performance of the board. The council will be composed of the president and the vice-president of Flamengo, a Procurator-General, and between nine and 12 members freely appointed by Bap, for a three-year term. The president will have the prerogative of naming and dismissing the members of this council, who will need to report to him for authorization and changes.
The proposal includes suggestions from conselheiros and cites the need for veto or approval from the president of Flamengo, especially in matters related to the football department. The vice-presidencies will be abolished, and the budget will be prepared in conjunction with a three-year plan, a five-year projection, and indicators to monitor the club's performance.
