The investigation, led by the Grupo de Atuação Especializada do Desporto e Defesa do Torcedor (Gaedest), was launched last Wednesday. The Gaedest cited that between December 2025 and August this year, matches were identified with indications that the number of tickets issued for certain sectors may have exceeded the capacity of the areas.
Flamengo's largest home crowd this season was in their 2-1 victory over Cruzeiro in the Libertadores quarterfinals, with 72,481 present and 68,510 paying spectators. Fluminense's largest home crowd was in their 3-1 defeat to Vasco in the Copa do Brasil quarterfinals, with 48,700 present and 45,195 paying spectators.
The Batalhão Especializado de Policiamento em Estádios da Polícia Militar (Bepe), the companies FutebolCard and Cognitive Ruptix Solution, and the Federação de Futebol do Estado do Rio de Janeiro (Ferj) were also notified. The Gaedest is seeking clarifications on the total number of tickets issued for the matches, including sales, courtesy tickets, and free tickets, broken down by sector, as well as the number of tickets actually used, corresponding to the people present in the stadium, broken down by sector.
