The complaint, led by the advocacy group Fair Square, lists eight incidents that form the basis of the allegations, including the overturning of the red card awarded to Folarin Balogun at the World Cup and the aborted Fifa Forward Enterprise (FFE) scheme. The group also cites the awarding of the Fifa peace prize to Donald Trump, Infantino's involvement in Trump's Board of Peace in the Middle East, and the Fifa president's promise to work with Trump to "make not only America great again but also the entire world".

The complaint has gained the backing of the Norwegian football federation and 50 European parliamentarians, who are calling on the ethics committee to take action. In a supporting letter, Fair Square says that the fact that 100,000 individuals added their names to the call for accountability is clear evidence of mounting public concern.
