Uefa had threatened the boycott after Fifa's president Gianni Infantino's ill-fated plan to sell stakes in the World Cup sparked a backlash. Despite exchanging barbs in public, the two governing bodies have been in private talks. Uefa's position that Infantino must be replaced has not changed. However, Fifa has provided binding assurances that no equivalent of the plan will be put on the table.
