The proposals, which included significant changes to the club's structure of power, were divided into 11 blocks and a 12th block dealt with a 'transitory provision' that provided for the conduct of a viability study for the transformation of São Paulo's football into a Sociedade Anônima de Futebol (SAF). The rejection of the proposals represents a political victory for the groups that support President Harry Massis and are against the reform.
The vote started on the night of Wednesday and ended in the afternoon of Thursday, with a total of 239 of the 255 councilors voting. The result shows that the majority of councilors voted against the proposals, with some blocks receiving as many as 136 votes against.
The rejected proposals included changes to the Conselho de Administração, which would have been composed of nine members, including three conselheiros, one integrante do Conselho Consultivo, and five members independentes. The members independentes would have been selected and indicated by a company specialized in the recruitment of executives, but still needed to be approved by the Conselho Deliberativo in an open vote.
São Paulo can now negotiate the sale of Enzo Díaz until September 11.
