Noel Mooney, the chief executive of the Football Association of Wales, believes Infantino should step down due to the harm caused to football. Mooney previously worked alongside Infantino at UEFA and stated that while Infantino had done some good work in the past, the sell-off plan had caused irreparable damage to the sport. Wales became the first home nation to withdraw backing for Infantino's bid to continue his leadership of FIFA.

Mooney suggested that there needs to be a review of FIFA's governance, processes, and structures in the wake of Infantino's plan. He believes that too much power sits with one person within FIFA's structure. Infantino has been under increasing pressure over his plan to create a new company to manage the commercial and ticketing rights of all FIFA competitions, including the World Cups, with a significant stake to be sold off to a private investment company.
